Depuis presque 20 ans, le Département de la Charente-Maritime soutient la création et la production d’œuvres cinématographiques et audiovisuelles. En 2017, les décors de la Charente-Maritime ont été choisis pour 2 longs métrages, 2 courts métrages, 1 documentaire et 3 fictions TV.

C’est prouvé : la Charente-Maritime, terre d’accueil de grands tournages !

De l’écriture à la post-production, le Département sait accueillir les professionnels de l’audiovisuel dans des conditions idéales.

C’est donc tout naturellement que notre collectivité soutient le Festival de la Fiction TV, et ce depuis plus de 10 ans. Premier partenaire institutionnel, sa volonté est aussi de transporter cet événement au cœur de la Charente-Maritime en organisant deux soirées Hors Les Murs dans deux villes du département ainsi que le Prix des Collégiens de la Charente-Maritime.

In 2007, the Festival de la Fiction TV chose La Rochelle as its base. Who would have thought that television fiction would become such a major audiovisual genre? As it is completely innovative, the television industry is now a great competitor of cinema. Its contents have diversified, have adopted novel writing styles, and short formats are taking over the Internet.

Therefore, it is with extreme pleasure that we once again welcome to La Rochelle in September the Festival de la Fiction. It is a meeting point which has become one of the most important events in its field in Europe. Despite its success, the Festival has remained a convivial event where directors, producers, actors, composers, screenwriters, sound and light managers, technicians, diffusers, partners and the public come together.

The public will once again have the opportunity to watch screenings of television series and films that will be diffused in the following year for free during an avant-premiere. They are also given the opportunity to meet numerous celebrities in not only the screening rooms but also in the port and in the streets of our beautiful city of La Rochelle.

More than 35 000 spectators and 2 000 professionals will be attending the screening of the sixty French and European films in the Official Competition, the Out-of-Competition, and the Special Projections. There will be a great many opportunities for discovering the truly creative works of today’s television industry. We hope you will experience beautiful discoveries, innumerable encounters, and many shared emotions.

Le Festival de la Fiction TV de La Rochelle, soutenu par la Région Poitou-Charentes constitue une véritable référence dans le monde de l’audiovisuel. Cette année, 60 films présentés, 2000 professionnels et plus de 30000 spectateurs, pour le rendez-vous de la création française et européenne, seront présents du 9 au 13 septembre sur le cour des Dames. La 17ème édition du Festival apportera sans aucun doute de belles surprises. Terre de cinéma nourrie par la diversité de ses paysages, Poitou-Charentes accueille depuis longtemps de nombreux tournages de séries TV. C’est en partie grâce à elles que s’est construite une vraie filière économique faite de savoir-faire locaux, à travers notamment la vallée de l’image et Poitou-Charentes Cinéma.  Le Festival de la Fiction TV a le grand mérite de mettre en lumière la qualité du travail fourni par tous les intervenants, pour le plus grand bonheur des téléspectateurs, le tout au profit de l’attractivité de notre territoire. We live in one of the most intense periods in the history of the production and diffusion of fiction. On our television, on our computers, on our tablets, on our smartphones…the imagination is given a free reign. Therefore, in this era of abundance and of “Peak TV,” French fiction has had unimaginable success: after seven years of American domination of the fictional genre in television, French television was named for the second time in 2016 as the leaders of professional and public influence in the television industry. Additionally, the Festival de la Fiction de La Rochelle’s contribution has greatly influenced the increase of a diversification of talents and of French and European content and has allowed their works to stand out in an international context where there is strong competition.

However, during this media convergence, the CNC must ensure that these artistic, economic, and technological developments are well placed at the service of creation, and especially at the service of authors who are willing to take this initiative. Given the rapidity with which this industry has accelerated its development, I would like to launch a policy to support authors in the development phase as well as emerging authors in France. This includes all of the various formats and modes of creation already covered by the CNC. This is the objective of the mission that I have entrusted to Antoine Le Bos so that we may revamp our support for authors and creators.

The CNC’s ambition for expanding these creations is equally demonstrated through the adoption of an international policy that is in the process of development and which allows for professionals in the production industry to enter their works into the international stage.

Looking ahead and being ambitious are qualities that French professionals and public authorities so that French creation shines in France and throughout the entire world.

La Procirep est heureuse d’accompagner et soutenir cette 19ème édition du Festival de la Rochelle, au cours duquel projections, rencontres avec le public, débats, permettent de réfléchir ensemble à l’avenir de la fiction et au rôle qu’elle joue dans la lecture du monde
et de nos sociétés auprès d’un public toujours plus exigeant.
La découverte d’œuvres inédites, de France, d’Europe et du Monde francophone stimule la créativité et encourage une offre diversifiée des œuvres télévisuelles.
La Procirep accompagne plus que jamais les producteurs et soutient encore et toujours l’audace et l’ambition de leurs projets afin que rayonne la fiction française.
La commission d’Aide à la création audiovisuelle de la Procirep confirme chaque année son soutien à la création originale, et accompagne les auteurs, réalisateurs, et producteurs pour voir se développer une fiction française de qualité. La Procirep s’est engagée en 2016 sur 90 projets en développement, pour un budget cumulé Procirep-Angoa de 1,40 Millions d’€uros.
Nous souhaitons aux festivaliers, organisateurs, créateurs, producteurs et au public présent, une belle édition 2017 et beaucoup de plaisir aux multiples projections et rendez-vous du festival.

La Sacem is a company composed of authors, composers, and music editors, which has linked itself to the Festival de la Fiction (TV), a unique meeting point of French and European audiovisual creation. Series, television films, short features, web series… Audiovisual works in all of their forms are rich in their diversity and the creativity of those who gave them life. Every year, writers, directors, and composers unite their talents to create completely novel works of fiction which allow one to think, to get away, to feel, to dream… Sounds and images are therefore inseparable. La Sacem brings an infallible support to its creators. Through its cultural activities, the firm brings with itself a strong policy of supporting musical creation for audiovisual works. The third edition of the Film Music Laboratory, conceived by Cristal Production in collaboration with Gréco Casadesus, continues upholding this commitment. An action aimed truly at professionnalisation, this “laboratory” offered young composers a 4-Day musical creation training session based on Philippe Triboit’s “Les Fusillés” and a public rendition during the Festival in the presence of the composer François Staal.

It has always been an immense pleasure to observe how central music is in the Festival de la Fiction TV of La Rochelle, as demonstrated with the administering of a prize for the best original music. Having always been present on the Festival’s jury, composers have systematically been invited along the competing films’ teams. La Sacem equally values the work carried out by young independent publishers. This is demonstrated by our invitation of the graduating class of 2015 of the “French VIP” (Vanguard of Independent Publishers) for an artists’ showcase from the musical catalogue of the Festival. After the screening of sixty works in four days, debates, exchanges, master classes and even workshops conductive to reflection, there is no doubt that the public and the professionals present this year will once again experience wonderful moments.

The Adami, the institution for performers, is pleased to support the Festival de la Fiction TV. This wonderful event, open to all formats which place importance on the best of French televisual creation is an indispensable and convivial meeting point of our profession. This Festival casts a light on performers who participate in the success of works of television; this is the approach that the Adami has chosen to support. The Adami rejoices at this opportunity to meet and to have exchanges with professionals and performers of the televisual and web creation industries. This is true especially in the face of the Opening Ceremony Dinner that we have organised and which all professionals and artists on site are invited to! Loyal to its mission of discovering the talents of tomorrow, the Adami donates and presents the “Young Potential” award during the official ceremony. In addition, the Adami produces the short features presented during the Talents Adami Cannes 2017, which will be shown before the screening of several films in the competition. Having come from Europe and the rest of the world, these riveting fictional works represent the aspirations of our societies to be represented in not only their diversity but also in their hope for a shared peace and their fear of coming threats. At the heart of a French audiovisual landscape, which is undergoing an integral process of mutation, exists the Festival de La Rochelle which reflects the sounds of the world, the concurrent vibrations of public curiosity, always hungry for novelties and change. The television industry is letting itself fade away in order to make room for a future comprised of connected programmes, replay, and content editors.

The SACD, since its establishment, has supported the Festival de La Rochelle and has encouraged its screenwriters, its directors, and all those who contribute to the development of our vision. The French creative forces must advance together so to bring to the public quality works that shine with diversity. It is together that we defend, despite any dangers, the fundamental values of the Enlightenment: freedom of expression and culture.

The style of selection is one that we would like to promote: it is one that is at the same time forward-looking and respectful of the past. The SACD is proud to once again grant its support to thz Festival, thanks to the 25 percent of private copying that is carrying out through its cultural actions. It is a fact: French fiction, season after season, is adored by the public and has one of the greatest audiences for television.

Our audiovisual companies have been given a chance and we need to expand in order to concretise their identities.

At TF1 in particular, alongside a range of popular franchises in the genre of comedy and crime, French fiction has taken on an eventful and societal dimension. For example, “L’Emprise” (“The Influence”) and “On se Retrouvera” (“We Will Meet Again”) tackled strong themes with considerable success and without watering them down.

An explanation for this new development in French fiction could be that its themes are rooted in life. They illustrate social issues and denounce it when it is necessary, all the while remaining accessible to the many.

All of our channels focus on this need for French creation. TMC, for example, is TNT’s most invested channel these last years as seen with its development of “Les Mystères d’Amour” (“The Mysteries of Love”), amongst others. NT1 regularly proposes, with success, an exposition of a new form of French fiction. HD1, on the other hand, offers its public a completely different dedication to cinema, series, and fiction.

This twofold challenge concerning the quality of the audience must continue to be addressed during every diffusion. However, it is not the only one we face.

Even today, too many factors render the economy of French creation fragile, putting it at risk.

This long-standing dialogue between all of the stakeholders must come to a successful end, one which allows for us to finance our creations.

Finally, although we are certain of the quality of our fictions, examples of our international success, such as “Profilage” which has been broadcasted in over 80 territories, is too rare.

We therefore need to launch ourselves onto the international market. Together, we must become convinced of the fact that national broadcasters have a primary role to play in the exportation of French fictions. It is a service which must be paid to French talents for the ultimate end of financing their creations.

We face three challenges for establishing a more powerful French fiction industry: that of creative diversity, that of co-investment, and that of international distribution.

If we allow ourselves to meet these challenges, stakeholders will be able to profit from new financial resources of which the public will be the primary beneficiary.

The Festival de La Rochelle is an important site for addressing these topics – and TF1’s teams will be there.

La fiction française, au cœur du plan création annoncé par Delphine Ernotte Cunci en janvier 2017, est plus que jamais un des grands piliers de l’offre de France 2.
Ce nouvel élan se traduit, dès la rentrée de septembre 2017, par une place renforcée des séries et des unitaires français en soirée ; 74 soirées inédites seront ainsi proposées cette saison, soit une progression de 11% par rapport à la saison écoulée.
Dès la rentrée, nous retrouverons les nouvelles saisons de séries particulièrement attendues – Alex Hugo, Les Petits meurtres d’Agatha Christie – puis, au cours de la saison 2017-2018, nous aurons le plaisir de suivre les nouvelles saisons de Nina, Cherif, Caïn, Candice Renoir, Lebowitz contre Lebowitz…
Nous allons aussi faire connaissance avec les héros de nos nouvelles séries L’art du crime, On va s’aimer un peu beaucoup, Ben, Le chalet, Speakerine.
Raconter le monde et la société, incarner notre époque : cette ambition parle à tous, nous permet de fédérer les différents publics et générations autour d’œuvres créatives et originales de grande qualité, y compris en abordant des sujets difficiles ou délicats dans nos grandes Soirées continues. Les fictions Harcelée et L’épreuve d’amour illustreront avec force notre vocation à créer du lien, des débats, à être un passeur d’émotions, de culture…
L’engouement du public pour la fiction française se confirme de saison en saison. Nous sommes fiers et heureux que nos succès d’audience et d’image riment avec une reconnaissance qualitative encore accrue au cours de la saison 2016-2017. En effet, au global, notre fiction a encore connu une hausse de sa note quali cette saison (8,1/10 vs 8/10 en 2015-2016), avec des notes records allant jusqu’à 9/10 (pour Box 27 et Baisers cachés).
Diversité des univers, variété des formats, exigence de contenu, renouvellement de nos visages : à l’image de France 2, notre fiction est populaire, moderne, humaine, elle cultive un esprit vif et une ouverture sur le monde profondément ancrés dans notre identité.
Ensemble, main dans la main avec nos partenaires de la création, faisons encore progresser cette dynamique et cette belle diversité créative, et montrons en cette rentrée que nos différences nous rassemblent.

Le Festival de la Rochelle est l’occasion pour France 3 de présenter au public et aux professionnels ses téléfilms ou séries inédites qui seront diffusés au fil de la saison 2017-2018. Un aperçu de l’offre éditoriale de la chaîne qui depuis deux ans ne cesse de se renouveler. La fiction de France 3 est axée autour de 4 piliers :
– Les fictions du réel qui vont se poursuivre dès la rentrée, avec des soirées continues autour de thèmes forts faisant l’objet de débats ou de documentaires diffusés à la suite du téléfilm. Prochainement, Le viol (quand le viol devint un crime) réalisé par Alain Tasma avec Clotilde Courau, La consolation (la prescription du viol) adapté du livre de Flavie Flamant, avec Léa Drucker et Émilie Dequenne, La pièce manquante (né sous x) réalisé par Thierry Binisti avec Odile Vuillemin, Nicolas Briançon et Michèle Bernier, L’illettrisme réalisé par Jean Pierre Améris, Les impatientes (prisons de femmes)…
– Des films d’auteurs ou des séries ambitieuses. Le jeudi, à 20h55, France 3 proposera régulièrement en alternance avec les longs métrages, des unitaires ou séries exigeantes, signés d’auteurs : dernière saison du Village Français écrit par Frédéric Krivine, Aux animaux la guerreréalisé par Alain Tasma, adapté du livre de Nicolas Mathieu (acte Sud) avec Roschdy Zem.
– Les femmes de caractère et les collections. Retour des saisons inédites de nos femmes de caractères toujours aussi étonnantes, populaires (plus de 4 millions de téléspectateurs) et qui marient avec brio vie privée et vie professionnelle, dans un milieu plutôt machiste : Capitaine Marleau avec Corinne Masiero, Cassandre avec Gwendoline Hamon, La Stagiaire avec Michèle Bernier… La collection « Meurtres à » va nous conduire de régions en régions, d’histoire en histoire, de légendes en légendes, de polar en polars avec des duos d’enquêteurs jamais semblables mais toujours efficaces. À l’affiche, L’Auvergne avec Frédéric Diefenthal et Sofia Essaïdi, Les Landes avec Xavier Deluc et Barbara Cabrita, Sarlat avec Thierry Godard et Cécile Bois,Orléans avec Michèle Bernier, Oléron avec Michel Cymes… Retour de Crimes en avec Florence Pernel et Vincent Winterhalter,
– Nos séries récurrentes avec Jacques Perrin dans Mongeville, et Jacques Spiesser dans Magellan vont être amenés une nouvelle fois à collaborer mais à Bordeaux dans Le fief du Juge.
Sur France 3, les fictions se déclinent sur tous les genres, tous les formats, pour surprendre, étonner et continuer, nous l’espérons, à séduire un public de plus en plus nombreux au fil des années. Bon festival !

ARTE is pleased to return to La Rochelle this year for the new edition of the Festival – an event we always enjoy starting off the year with. Once again this year, we hope for the public to share our pleasure in these novel series, television films, and web series. We hope for these original and daring fictions, which span in genre from comedy to drama, and which take on a unique outlook in regards to the world allow the festival-goers and spectators to experience intense human moments. It is Arte’s dream and ambition to have the existence of permanently open creative channels; to open ourselves and fiction in France to others so that we may discover and surprise ourselves. This is a promise which rests, above anything, on the creativity of the talents, confidence, and amity between authors, directors, and producers which we should encourage in their ambitions. For this coming season, it is them who we should thank. Finally, all of our thanks go towards Quentin Raspail, Stéphane Strano, and their wonderful team, who, every year, make this Festival into a unique and amical meeting point. Enjoy the Festival!

Francophone, le festival de la fiction de La Rochelle l’est en fait depuis 2007 et le Prix de l’innovation décerné à Melting Pot Café, série que j’avais initiée à la RTBF. Depuis, le festival est officiellement devenu francophone, ce dont nous ne pouvons que nous réjouir, à TV5Monde, la chaîne de la Francophonie. Entre-temps les séries belges ont envahi les écrans français, les québécoises de Radio-Canada que nous diffusons se distinguent ici comme ailleurs (Unité 9, 19.2, Les Pays d’en haut) et cette
année, arrivent les séries africaines, que nous diffusons et
coproduisons massivement depuis des années. Vous découvrirez ainsi Sœurs ennemies, tournée à Abidjan, grand succès en Côte d’Ivoire sur la RTI et dans tout le continent sur TV5Monde Afrique.
J’espère que comme Stéphane Strano l’avait souhaité, le comité de sélection que j’avais dirigé l’année dernière avec ma dream team (Nora Melhli, Claire Borotra, Solen Roy, Isabelle Dhombres, Jean-Charles Felli, Thierry Binisti), aura donné un nouvel élan au festival en bousculant quelque peu ses élégances habituelles pour nous permettre collectivement d’être compétitifs sur la scène internationale, révolutionnée par l’arrivée des plateformes.
